Don 00 Don Ference, President
Don Ference is President of Ference & Company with primary responsibility for marketing and brand development. Don has over 35 years of consulting experience and specializes in feasibility studies, development of alternative service delivery models, government divestitures, business process improvement, financial analysis, business valuations, market research, and business planning. Under Don’s leadership, Ference & Company has developed from a small management consulting firm to one of Canada’s leading independent management consulting firms. For his efforts, Don was awarded the “Entrepreneur of the Year” Award by the Institute of Certified Management Consultants of BC. Prior to establishing the firm in 1979, Don was a Senior Consultant with Ernst & Young in Vancouver.  He has a Masters of Business Administration from the University of Manitoba and a Bachelor of Industrial Engineering from the University of Toronto.  Don is also a Certified Management Consultant (CMC), a Credentialed Evaluator (CE), and past President of the Institute of Management Consultants of BC.

Beth Beth Garner, Principal
Beth Garner is a Principal with Ference & Company Ltd. Beth holds a Canadian Evaluation Society Credentialed Evaluator (CE) designation and has contributed to over 20 evaluations of government and not-for-profit programs related to economic development, health, and social issues since joining Ference & Company in 2010. Prior to 2010, Beth worked for an Ottawa-based consulting firm which provided advice to government-owned financing agencies from around the world in the area of program and policy evaluation. Beth also completed a Canadian government funded internship at the African Development Bank in Tunisia, contributing to the launch of an initiative to promote UNESCO World Heritage Sites in Africa for cultural and eco-tourism. Beth has a Master of Arts degree in Economics from the University of British Columbia in Vancouver and a Bachelor of Arts degree in Applied Economics from Queen’s University in Kingston, Ontario.

Brian Brian Brauer, Senior Consultant
Brian Brauer is a Consultant at Ference & Company specializing in quantitative analysis, labour market information, survey design, and program evaluation. Since joining the firm in 2013, Brian has produced technical reports, labour market studies, and program evaluations for clients in the Federal, Provincial, Municipal, Post-Secondary, and Non-Profit sectors. Prior to joining Ference & Company, Brian worked with the South Coast BC Transportation Authority and with a leading marketing research company. Brian has a Masters of Public Policy degree from Simon Fraser University in Vancouver, and a Bachelors of Arts in History from Brandon University in Brandon, Manitoba.

Lauren Lauren Rutherford, Senior Consultant
Lauren Rutherford is a Senior Consultant at Ference & Company specializing in performance measurement, evaluation and organizational assessment for the federal government of Canada. Since joining Ference & Company in 2012, Lauren has contributed to 20 evaluation studies for clients in the provincial and federal governments, industry associations and the non-profit sector. Prior to joining Ference & Company, Lauren worked in the Integrated Planning and Accountability Division of the Skills and Employment Branch at the Department of Human Resource and Skills Development Canada, the Office of Small and Medium Enterprises at Public Works and Government Services Canada and in the Aboriginal Affairs Division at the Department of Foreign Affairs and International Trade.

Sarah Boorman, Senior Consultant
Sarah Boorman is a consultant at Ference & Company specializing in the evaluation of preventative and primary healthcare programming in both the governmental and non-profit sectors. Her skills include the design of program evaluation frameworks and complex data collection measures to capture health outcomes. Her current work involves projects surrounding poverty, mental health and addictions, and Indigenous healthcare. Prior to working at Ference & Company, Sarah assisted in the provincial evaluation of the A GP for Me initiative as well as the evaluation of Shared Care Committee projects throughout British Columbia. Sarah has a Master of Public Health degree from the University of British Columbia and a Bachelor of Applied Arts in Psychology (Honours) from Kwantlen Polytechnic University.

Hannah Clark, Junior Management Consultant
Hannah Clark is a Junior Consultant at Ference & Company. Since joining early in 2017 Hannah has completed work for the provincial and federal government specializing in market research and key informant interviews. Prior to Ference & Company, Hannah gained a wide range of experience working across a variety of industries and consulting projects including but not limited to founding and leading a social enterprise, consulting for one of the fastest growing technology firms in Ireland and perhaps most noticeably was selected from a large pool of candidates to complete a prestigious consulting assignment for IBM head office in New York. Hannah has a Master of Management Consultancy from UCD Graduate Business School and a Bachelors of Business Studies from the University of Dublin, Trinity College. She was awarded an academic gold medal of excellence upon graduating first from her Masters, achieving the highest GPA.

Meredith Haaf, Consultant
Meredith is a consultant at Ference & Company with a particular interest in quantitative studies and evaluations of health and social services programming. She holds a Canadian Evaluation Society Credentialed Evaluator (CE) designation and, prior to joining Ference & Company in late 2017, worked in medical education program evaluation with the University of British Columbia’s Faculty of Medicine for several years. Previously, Meredith also worked as a policy analyst with the provincially designated non-political body for Métis children and families, where she advised the BC provincial government regarding culturally appropriate child and family services for Métis people in British Columbia. Meredith has a Master of Public Policy degree from Simon Fraser University and a Bachelor of Arts degree in Sociology from the University of British Columbia.

Andreina Andreina Romero, Senior Research Analyst
Andreina Romero is a Senior Research Analyst at Ference & Company. Andreina specializes in translation services and primary data collection and analysis including key informant interviews, surveys, focus groups and case studies.  Since joining Ference & Company in 2011, Andreina has contributed to more than 20 program evaluations related to health, justice, employment and skills training, investment and commercialization for clients in the federal and provincial governments.  Prior to 2011, Andreina was employed with Simon Fraser University, the BC Ministry of Education and the Canada Revenue Agency. Andreina has a Master of Arts in French Literature from Simon Fraser University and is fully fluent in English, French and Spanish.

Dr. Margo Greenwood, Associate
Dr. Margo Greenwood is an Associate of Ference & Company who consults with our firm on evaluations and studies related to First Nations and Aboriginal peoples in Canada. Margo is an Associate Professor in both the Education and First Nations Studies departments at the University of Northern British Columbia and directs a number of research institutes including the National Collaborating Centre for Aboriginal Health, the Centre of Excellence for Children and Adolescents with Special Needs, UNBC Task Force on Substance Abuse and BC Initiatives, a Ministry of Health activity that is comprised of Aboriginal ACTNOW BC and Preschool Visual Screening. Margo is an Indigenous scholar of Cree ancestry with more than 20 years experience related to Indigenous peoples’ health and wellbeing, Indigenous knowledge, child health and wellbeing, population health and the determinants of health, and the science of knowledge translation and implementation. Margo has served with over 20 national and provincial federations, committees and assemblies, and has undertaken work with Unicef, the United Nations, and the Canadian Reference Group to the World Health Organization Commission on Health Determinants.  Margo holds a PhD in Education from UBC, a Masters of Arts from UVIC, and a Bachelor of Education from the University of Alberta.

Neale MacMillan, Associate
Neale MacMillan is an Associate of Ference & Company. Neale has 14 years of evaluation experience, specializing in program evaluation and performance measurement for the federal government and international non-profit organizations and development agencies. He has led, or acted as a key team member, on more than 20 evaluation or performance measurement projects for clients including Natural Resources Canada, Canadian International Development Agency (CIDA) the Department of Foreign Affairs and International Trade (DFAIT), IDRC and UNESCO. Neale has carried out field missions for evaluations of CIDA-funded programs in Africa and Latin America, and for USAID in India.  Neale is currently a Senior Evaluator with Stiles Associates in Ottawa. Neale has a Master of Arts degree in Political Science from Carleton University. He is fluent in English and has a professional working capacity in Spanish and French.
